PTI Long March Heads for Swabi as Centre and Khyber Pakhtunkhwa Clash; Defence Minister Says “Enough Is Enough”, Governor Raises Emergency Option

October 8: The Pakistan Tehreek-e-Insaf (PTI) long march led by Khyber Pakhtunkhwa Chief Minister Sohail Afridi moved through Khyber district towards Peshawar, with Afridi saying the convoy would go on to Swabi, where he would announce the march’s next course, Dawn and The News reported. At the same time the standoff between Islamabad and the PTI-run province sharpened. Defence Minister Khawaja Asif said “Enough is enough” and that “the time has come to make crucial decisions” on the province, Daily Times and The Nation reported, and Governor Faisal Karim Kundi said an emergency or governor’s rule could be imposed if the prime minister and president found it necessary, according to The News. Afridi called the governor’s meetings with senior provincial officials unconstitutional.

Key highlights

  • Asif accused the provincial government of “complete detachment from terrorism in the province and criminal indifference” after an attack in Dera Ismail Khan on Tuesday killed five people, including customs officials, Daily Times reported. Afridi defended his record, saying his government had strengthened the police, the Counter Terrorism Department and the Special Branch, according to the same report.
  • Asif also said governor’s rule would be a “last option” that the government was trying to avoid, and that the government was ready for talks if the PTI agreed to unconditional dialogue, The News reported.
  • Afridi told supporters in Khyber district: “I will not allow another military operation in Khyber Pakhtunkhwa”, Dawn reported.
  • Kundi, asked about the march, told Geo News: “Let them cross through Swabi and show us”, according to Dawn.
  • Talks are not completely dead. Opposition leader Mahmood Khan Achakzai said negotiations would continue after he meets PTI founder Imran Khan, and National Assembly Speaker Ayaz Sadiq said he remained in phone contact with opposition leaders, The News reported.

What it means

The march has turned into a test of how far Islamabad will go against an elected provincial government. Under Pakistan’s Constitution, an emergency in a province is a serious step, and the federal government’s own ministers are describing governor’s rule as a last resort, while the JUI-F, a key opposition party, has advised against it, according to sources cited by The News. For the PTI, the march keeps pressure on the government over Imran Khan’s imprisonment and access to him, which talks failed to resolve. For people in Khyber Pakhtunkhwa, the dispute is unfolding while militant attacks continue, which is the ground on which the defence minister has chosen to fight. The next decisive moment is likely to be Afridi’s announcement in Swabi, the last district before the Indus and the province of Punjab.

What to watch

  • Afridi’s announcement in Swabi, and whether the PTI tries again to cross into Punjab or towards Islamabad.
  • Any formal move by the federal government towards an emergency or governor’s rule in Khyber Pakhtunkhwa.
  • Achakzai’s meeting with Imran Khan and whether talks restart.
  • The Advocate General’s opinion on the governor’s powers, sought by Afridi.
