October 23: Singapore and the United Arab Emirates are opening negotiations on a Comprehensive Economic Partnership Agreement and expanding cooperation in energy and water, according to their October 21 joint statement. The announcements followed Prime Minister Lawrence Wong’s meeting with UAE President Sheikh Mohamed bin Zayed Al Nahyan in Abu Dhabi.
Key highlights
- The countries welcomed the launch of CEPA negotiations, not the entry into force of a completed trade agreement.
- Three memorandums cover energy cooperation, water cooperation and disease vector control.
- A joint energy task force will explore opportunities across the energy value chain.
- The partnership links commercial gateways in Southeast Asia and the Gulf.
What was agreed in Abu Dhabi?
The UAE Ministry of Foreign Affairs published the joint statement after the leaders’ October 21 meeting. It says the proposed CEPA is intended to strengthen market access and investment flows. The document also welcomes Temasek’s plan for an Abu Dhabi office and continued work on digital-economy cooperation.
CNA reported that Wong and Sheikh Mohamed witnessed the exchange of three memorandums and welcomed the energy task force. The broadcaster described the UAE as Singapore’s largest trading partner in the Middle East, citing Wong’s public comments.
Why the energy task force matters
The joint statement identifies trading, infrastructure and downstream activities as areas the task force can explore. It also welcomes existing nuclear-energy cooperation involving the Emirates Nuclear Energy Company. This describes a cooperation framework, not an announcement that a particular power plant will be built in Singapore.
For companies, the distinction between a framework and a project is practical. A task force can identify opportunities, but a commercial investment still needs its own counterparties, technical assessment and financing. The sources cited here do not announce a single total investment commitment for the new energy work.
At a glance: what changes now?
| Item | Announced position | What it does not yet establish |
|---|---|---|
| CEPA | Negotiations launched or to be launched. | A completed agreement, tariff schedule or effective date. |
| Energy | Joint task force and memorandum welcomed. | A new generating facility or guaranteed energy-supply contract. |
| Water | Cooperation memorandum concluded. | A specific construction project or procurement award. |
| Disease vector control | Cooperation memorandum exchanged. | A change to public-health advice or entry requirements. |
From Southeast Asia to the Gulf
CNA noted that Singapore will chair ASEAN in 2027 and that the countries want to advance discussion of an ASEAN–Gulf Cooperation Council free-trade agreement. This regional track is separate from the bilateral CEPA. Progress on one should not be reported as completion of the other.
WAM’s account places the talks under the existing UAE–Singapore Comprehensive Partnership. The National independently reported the official reception and discussions in Abu Dhabi, adding continuity with earlier contacts between the two countries’ leaderships.
Water and technology broaden the agenda
The official statement includes research, digital infrastructure, cybersecurity and sustainable water management among the cooperation areas. These subjects matter beyond merchandise trade: they concern the systems that support cities, businesses and essential services.
However, the announcement does not identify a public application process for businesses to receive grants, nor does it create an automatic entitlement to a contract. Firms should wait for the relevant agencies’ project-level notices before assuming a broad diplomatic initiative is a funding programme.
What to watch
The next meaningful milestones are a negotiating timetable, details of the CEPA’s proposed coverage and concrete work programmes for the task force and memorandums. Until then, the development is a widening of the cooperation agenda. It should not be described as a signed, implemented free-trade agreement.
