What the latest government announcement confirms
The state public-relations release said Additional Deputy Commissioner Anjali Shrotriya reviewed preparations on Wednesday. Officials were told to coordinate arrangements for visitors, including parking, drinking water and other basic facilities.
The announcement describes crafts, handloom, traditional artwork, home decoration and Diwali-related products among the planned displays. It also names Haryana’s heritage and tourism minister Arvind Sharma as an expected attendee at the inauguration.

What visitors can expect
Haryana Tourism’s dedicated event listing independently confirms the October 23–26 dates and the Surajkund venue. Its broader festival page describes craft, cultural, food and funfair zones, bringing shopping and performances into one event.
These are the organisers’ descriptions of the planned fair. They are not a list of guaranteed stock at individual stalls or a confirmed performance schedule for every day. Visitors travelling specifically for an artist or product should check the latest organiser information first.
Safety and service preparations
Dainik Jagran’s October 16 report described a separate review by Deputy Commissioner Ayush Sinha. It said preparations covered traffic, power, drinking water, sanitation, health services, fire response and parking.
The report also described instructions for electrical inspections and a medical facility with an equipped ambulance. These are planned precautions; they should not be interpreted as a promise that crowds, queues or traffic delays will not occur.
Opening time and routine hours are different
The latest dated government release specifies a 3 p.m. inauguration on the opening day. Haryana Tourism’s general page lists visitor hours of 10 a.m. to 8 p.m. The distinction is worth checking before an early arrival on October 23: a general daily-hours listing does not by itself establish access arrangements before the formal opening.
Free entry also does not automatically mean free parking, food, rides or purchases. The October 21 release establishes the admission position, not a zero-cost visit across every service.
What to watch
Check Haryana Tourism and Faridabad administration notices for any final traffic plan, gate instructions or timing changes. Carrying only what is needed and agreeing a meeting point with family members can make a busy festival visit easier. Those are practical suggestions, not additional rules announced by the authorities.
