India and EU Complete Talks for India to Join Horizon Europe Research Programme

NEW DELHI, November 7: India and the European Union have completed negotiations for India to join Horizon Europe, the EU’s flagship research and innovation programme, the Ministry of Science and Technology said on Friday. Once the association is in place, Indian researchers, institutions and companies will be able to compete for funding in Horizon Europe calls through joint projects with European partners and use European research infrastructure.

Key highlights

  • What happened: negotiations on India’s association with Horizon Europe are complete.
  • Who benefits: Indian researchers, institutions and industry, who can join collaborative projects and funding calls.
  • Focus areas: Pillar II clusters on health; digital technologies, industry and space; climate, energy and mobility; and food and the bioeconomy.
  • Timeline: exploration began after the India–EU Summit on January 27, 2026; formal talks started after the Trade and Technology Council meeting in Brussels on July 15, 2026.
  • Not yet announced: the date the association takes effect and any financial terms.

What association means

The ministry said association marks “a strategic move into a long-term institutional framework of research cooperation” that builds on existing joint R&D projects, the India–EU Agreement on Science and Technology Cooperation and the India–EU Trade and Technology Council. It will let Indian participants take part in funding calls through collaborative research projects, give them access to European consortia and “cutting-edge research infrastructure”, deepen talent mobility and support the co-development of critical technologies, standards and solutions at scale.

Which fields

The ministry highlighted the thematic clusters of Horizon Europe’s Pillar II, which cover health; digital technologies, industry and space; climate, energy and mobility; and food and the bioeconomy. It said these “align closely with India’s research priorities” and can build on the country’s scientific strengths.

Our calculation

  • Negotiations took less than four months from their formal launch on July 15 to completion announced on November 7, and about nine months from the January summit.

What it means for India and Asia

Association with Horizon Europe would give Indian universities, laboratories and start-ups a direct route into one of the world’s largest research funding programmes and its partner networks. It also deepens a relationship that has gathered pace this year, from the January summit to the Trade and Technology Council. For Asia, it adds India to the group of non-EU partners linked to European research funding, at a time when countries are competing to secure partnerships in critical technologies such as AI, semiconductors and clean energy.

What to watch

  • The formal signing of the association agreement and the date it takes effect.
  • Any financial contribution India will make to the programme.
  • The first Horizon Europe calls open to Indian applicants.
