September 29: India’s Essar Group plans to build what US President Donald Trump called “the largest steel plant in American history” in Iowa, a $15 billion project announced at the White House on Monday. The plant will be built by Mesabi Metallics, Essar’s US subsidiary, and will run on iron ore from the company’s new mine in Minnesota. Steelmaking is expected to begin in 2030.

What was announced
“Today, we’re thrilled to announce that Mesabi Metallics will be building the largest steel plant in American history in the great state of Iowa,” Trump said, as reported by CBS News. Commerce Secretary Howard Lutnick, Energy Secretary Chris Wright and Export-Import Bank chairman John Jovanovic attended the announcement, along with Essar co-founder Ravi Ruia and his son Rewant Ruia, according to Business Standard.
Iowa Capital Dispatch reported the plant will be in Lee County in the state’s southeast. CBS News said the plant will produce more than 7.5 million tons of steel a year and would be the first mega steel plant built in the US since the 1960s. Business Standard put the plant’s capacity at 10 million tonnes a year, which may refer to later phases. Rewant Ruia said the plant would use the latest technology and compete with any steel plant in the world on size, quality and cost.
Trump tied the project to his trade policy. “Soon after my inauguration, I imposed powerful 50% tariffs on all foreign steel, and now our steel industry is roaring back to life,” he said, according to Iowa Capital Dispatch.
From mine to mill
The project links two parts of the supply chain. Mesabi Metallics opened its iron ore operation at Nashwauk on Minnesota’s Mesabi Iron Range earlier this month, according to MPR News. It has hired more than 200 of a planned 350 full-time workers. The Iowa plant will turn that ore into steel. MPR noted that the region had seen two of its six taconite facilities close in 2025, which makes the new mine and its customer significant for local jobs.
What’s still unclear
- Incentives: Iowa’s tax incentive package is not final. State lawmakers may need a special session, which Governor Kim Reynolds has not yet called. Lutnick nevertheless said, “this deal is done.”
- Financing: The financing structure was not disclosed, including any role for the Export-Import Bank.
- Politics: The announcement came less than 40 days before the US midterm elections, in which Iowa has competitive races. A Democratic candidate, Elizabeth Wilson, called for public investments in the project to be transparent and accountable.
Why it matters for India
For Essar, the project is one of the biggest overseas bets by an Indian business group in years, and it comes as trade ties between India and the US remain a sensitive issue. With 50% US tariffs on imported steel, producing inside the US lets Indian-owned companies serve the American market without paying those duties. Governor Reynolds said the project “will fundamentally change the economic trajectory of our state and the entire region for decades to come.”
The deal also shows how US tariff policy is pushing foreign steelmakers to build in America rather than export to it. Other recent US trade moves, including the extended US-China truce (our report), are reshaping supply chains across Asia.
