Press Council Issues Protest-Reporting Guidelines: Safety, Identification and Verification Explained

The Press Council of India has issued guidelines for journalists covering protests and demonstrations, with advice on personal safety, visible identification and separating verified facts from allegations.

Akashvani reported the guidance on October 16. The Council’s website lists the document under its October 15 updates.

What reporters are advised to do

  • Carry and visibly display media identification or applicable accreditation.
  • Keep a safe distance when confrontations escalate and identify escape routes beforehand.
  • Remain professionally neutral rather than participate in demonstrations.
  • Distinguish confirmed events from allegations, opinions and unverified claims; seek more than one source where possible.

Operational information needs care

The reported guidance cautions against publishing real-time police positions or tactical movements where doing so could compromise safety. It also advises freelancers to keep a trusted editor or contact informed of their assignment and expected return.

How readers can assess protest coverage

A useful distinction is whether a report identifies who made a claim and what independently supports it. A video can establish what appears in its frame without, by itself, establishing the size of an entire gathering or the intentions of everyone present.

The guidance concerns reporting practice. It should not be presented as a new criminal statute or a substitute for checking applicable law and the complete original document.
