Maldives and Pakistan Exchange 20 MoUs, Set $200 Million Trade Target

October 21: The Maldives and Pakistan exchanged 20 memoranda of understanding in Islamabad on Wednesday as President Mohamed Muizzu and Prime Minister Shehbaz Sharif sought to expand cooperation and set a goal of taking bilateral trade to $200 million within two years, according to official statements and local reporting.

Key highlights

  • The 20 MoUs cover areas including health, education, technology, tourism and defence.
  • The $200 million figure is a future trade target, not an achieved annual total.
  • The visit coincides with 60 years of diplomatic relations.
  • Direct flights remain under discussion; a business forum is scheduled for October 22.

What was agreed in Islamabad

Pakistan’s Press Information Department said the leaders held delegation-level discussions at the Prime Minister’s House. Its account described the visit as the first by a Maldivian president in eleven years and said both sides emphasised timely implementation.

The Maldives President’s Office said the exchanged documents span fisheries and agriculture, youth, arts, Islamic affairs, information technology, policing and defence, as well as health, education and tourism. Muizzu described the talks as an opportunity to turn a longstanding relationship into practical benefits.

These documents establish cooperation frameworks. Their exchange should not be confused with proof that every project has been funded, staffed or delivered.

Trade target: the baseline differs between sources

The Maldivian presidency’s statement puts the existing trade figure at $13 million. Pakistan’s official PID account gives $13.4 million, while the Maldivian news outlet MV+ reports $13.9 million. All describe an ambition of $200 million over the next two years.

The difference in baselines should remain visible rather than being silently turned into one supposedly exact number. The reviewed accounts do not reconcile the reference period or measurement behind those figures. We therefore do not calculate a precise percentage increase from them.

MV+ separately reported Sharif’s remarks about training and assistance in defence, education and healthcare. That makes skills and institutional links another part of the visit, alongside the trade ambition.

Technology, health and connectivity

Associated Press of Pakistan reported that the technology framework includes cybersecurity, artificial intelligence, digital skills and innovation. Its account also describes cooperation between the countries’ medicine regulators and a separate arrangement concerning recruitment of health professionals.

APP reported agreements on vocational training, maritime security, air connectivity and tourism. It also identified a trade-cooperation pact between the Maldives State Trading Organisation and the Trading Corporation of Pakistan covering agricultural commodities, food and other products.

The mix explains why implementation will matter across several ministries and institutions. A tourism agreement, for example, is not itself an airline timetable; a training framework still requires programmes and participants.

What to watch

The Maldives President’s Office said direct flights were being discussed and that a bilateral business forum was scheduled for the following day. The next meaningful developments will be specific commercial commitments, operational air-service details and published plans for implementing the MoUs. The trade goal should ultimately be assessed against reported trade data, not the number of documents signed.
