Trump Open to Talks With Xi and Putin, but No Three-Way Summit Is Confirmed

October 20: U.S. President Donald Trump has said he is open to meeting Chinese President Xi Jinping and Russian President Vladimir Putin for discussions that could include nuclear weapons. Published accounts connect the idea to next month’s diplomacy in China, but an expression of willingness is not confirmation that a three-way summit has been scheduled.

Key highlights

  • Trump discussed the possibility with reporters on October 19, according to Reuters and CNN.
  • His remarks emphasised nuclear weapons, while reporting also describes a possible Ukraine-related agenda.
  • APEC’s leaders’ meeting is scheduled in Shenzhen for November 18–19.
  • The cited accounts do not establish a jointly confirmed date, format or agreed agenda for trilateral talks.

What Trump actually signalled

Reuters, carried by CNA, reported that Trump was willing to discuss nuclear weapons with Xi and Putin and that trade could also arise. CNN’s transcript of his remarks similarly records openness to a meeting, while a U.S. official cited by the broadcaster connected the proposal to efforts over the Ukraine war.

The overlap is willingness to talk. The difference is emphasis: nuclear issues in Trump’s own explanation, and possible Ukraine diplomacy in the accompanying reporting. Neither account should be flattened into a claim that an agreed peace negotiation is already on the calendar.

Why APEC is part of the discussion

Aju Press placed the possibility in the context of November’s APEC gathering in Shenzhen. Separately, APEC’s official website lists its Economic Leaders’ Meeting for November 18–19 in the Chinese city. That establishes the multilateral event’s timing, not a booking for a separate meeting among the three presidents.

A meeting held on the margins of a forum also has its own participants and agenda. It would be inaccurate to imply that APEC’s other economies had approved a three-country negotiation merely because it might occur near the same event.

Proposal versus confirmation

Table compiled from Reuters/CNA, CNN, Aju Press and the APEC calendar. It is a guide to the evidence, not a prediction of what the leaders will decide.

Nuclear dialogue and Ukraine are different negotiations

Arms-control talks would require clarity about which systems, commitments and verification arrangements are under discussion. A political statement supporting fewer nuclear weapons would not, on its own, amount to a binding treaty or demonstrate that arsenals had been reduced.

Discussion of the Ukraine war raises a different set of questions, including participation and the status of any proposal. CNN’s reporting says the possible format would not include Ukrainian President Volodymyr Zelenskyy. That reported possibility does not establish that Ukraine has accepted terms, or that three other governments could announce an agreed settlement on its behalf.

Why Asian readers should follow the details

China’s potential role gives the proposal an immediate Asian dimension. Readers should look beyond the prospect of a group photograph to whether the governments announce specific commitments, a reliable follow-up process and an agreed account of what was discussed.

The Reuters report notes that the White House and the Russian and Chinese embassies in Washington had not supplied responses to its requests for comment at publication. Silence in that report should not be treated as acceptance. Nor does it mean subsequent diplomacy is impossible.

What to watch

The next meaningful development would be confirmation from the participating governments specifying date, venue, format and agenda. Until that happens, this remains a proposal. The Press of Asia is reporting published accounts and a public calendar, not independently confirming private arrangements.
