Vietnam and Denmark Upgrade Ties, Put Green Energy and Technology at Centre of Partnership

October 21: Vietnam and Denmark have elevated their relations to a Comprehensive Strategic Partnership, setting out a wider agenda for trade, green energy, research and industrial cooperation during Vietnamese leader To Lam’s state visit to Copenhagen. The upgrade was agreed on October 20, with the joint statement published in accounts available on Wednesday.

Key highlights

  • To Lam and Danish Prime Minister Mette Frederiksen agreed the new partnership in Copenhagen.
  • The framework builds on diplomatic relations established in 1971 and the Green Strategic Partnership of 2023.
  • Separate cooperation documents cover logistics, offshore wind, healthcare and research.
  • Business representatives want practical progress on investment obstacles.

What the diplomatic upgrade changes

Vietnam’s government news service VGP said the decision was made during the October 20 summit between To Lam and Frederiksen. His October 19–21 visit coincides with the 55th anniversary of diplomatic relations.

The joint statement, reproduced by Vietnam News Agency, sets out plans for more political contact and cooperation in trade, investment, technology, education and green transition. It also says the two sides will develop joint action plans for implementation.

A partnership designation is a framework for relations, rather than a single investment contract. Its practical value will depend on the projects, institutional work and commercial decisions that follow.

A short timeline

DateDevelopment
1971Diplomatic relations established
2013Comprehensive Partnership
2023Green Strategic Partnership

The earlier milestones are identified in the joint statement. The new arrangement is intended to broaden cooperation while continuing work under the green partnership.

Commercial documents give the agenda substance

VGP separately listed cooperation documents exchanged during the visit. Among them is a 2026–2030 agreement between PTSC M&C and Semco Maritime focused on offshore wind substations. It also identified a logistics cooperation memorandum between VinaCapital Logistics Holdings and A.P. Moller Capital.

The same list includes an agreement involving FPT and the Niels Bohr Institute at the University of Copenhagen on quantum science and information technology, alongside healthcare cooperation between Hospital 19-8 and Aalborg University Hospital.

These examples show why the visit matters beyond diplomatic terminology: it brings together businesses, researchers and public institutions. A memorandum or cooperation agreement nevertheless should be distinguished from a completed facility, a commissioned energy project or a guaranteed commercial return.

Businesses want fewer barriers

Independent Nordic-Asia news outlet ScandAsia reported that Lars Sandahl Sørensen, chief executive of the Confederation of Danish Industry, welcomed the upgrade. It said he highlighted opportunities in energy, food, healthcare, green transition and manufacturing.

ScandAsia reported that around 150 Danish companies operate in Vietnam, citing the industry organisation. It also noted an important limitation: the announcement did not identify specific investment barriers that had already been removed.

That is the test for the new framework. A political commitment can help coordinate work, but companies still need workable approvals, supply chains, skills and commercially viable projects.

What to watch

Joint action plans and follow-through on the named cooperation documents will provide a clearer measure of progress than the partnership label alone. Readers should look for funded projects, defined research programmes and documented improvements to business conditions. The sources reviewed establish a diplomatic upgrade and cooperation agenda; they do not establish that all proposed investments have been delivered.
