US-China AI Safety Talks: Bessent Proposes Alerts for National-Security Incidents

NEW YORK: US-China AI safety talks have produced an American proposal for an incident-notification channel, putting the handling of dangerous artificial-intelligence events on the agenda ahead of this week’s meeting between Donald Trump and Xi Jinping.

US Treasury Secretary Scott Bessent described the proposal after talks with Chinese Vice Premier He Lifeng on Sunday, September 20. His account concerned incidents serious enough to raise national-security concerns. It was not an announcement that the two countries had adopted a binding AI treaty or agreed to stop developing advanced systems.

Reuters and the Associated Press reported Bessent’s remarks after the New York discussions. At this stage, the clearest confirmed development is that Washington has put a notification mechanism forward. Its detailed rules, starting date and the information each government would exchange have not been publicly established in the reports reviewed.

What was proposed in the US-China AI safety talks?

A notification mechanism would give the two sides a way to communicate about an AI incident that could have consequences beyond one country. Bessent presented greater transparency as the objective and described the proposed channel as a US-China AI dialogue.

That distinction matters. Reporting an incident is different from imposing a limit on model capabilities, opening a laboratory to inspection or sharing proprietary technology. None of those measures follows automatically from the proposal described on Sunday. Readers should therefore treat claims of a comprehensive safety agreement with caution unless a joint text follows.

According to Reuters, China’s public readout acknowledged discussion of AI but did not explain Beijing’s response to the American notification proposal. The two sides may continue talking without having settled all the questions that would make a mechanism usable.

Trade talks continue on a separate track

The discussions also covered work on a Board of Trade process for potentially reducing tariffs on selected non-sensitive goods. US Trade Representative Jamieson Greer pointed to possible product categories rather than publishing a final agreed list.

Reuters reported that sophisticated AI-chip and chipmaking-equipment export controls were not part of the agenda for the notification-mechanism discussions. An AI communication channel should consequently not be read as an immediate relaxation of those restrictions.

This separation is particularly important for technology businesses. A diplomatic headline can improve expectations while leaving the actual rules governing an export, investment or shipment unchanged. Companies need the applicable legal and commercial documents, not just a positive description of a meeting.

Why this matters for Asia

Analysis: Asian technology companies operate in an industry where hardware capacity, software access and security requirements increasingly intersect. A dependable incident channel could help governments distinguish a technical failure from deliberate hostile activity. Whether it achieves that would depend on timely reporting, a shared understanding of what qualifies as an incident and confidence that the other side will respond.

For Indian developers and enterprises using international AI services, the immediate relevance is governance rather than a new compliance deadline. The proposal does not itself establish a reporting obligation for an Indian business. It does, however, show the kind of cross-border risk that governments want to discuss as AI systems become more capable.

Our earlier coverage of Huawei’s Atlas 960E announcement examines the hardware side of that competition. Our report on Anthropic’s proposed transparency metrics looks at a separate question: how laboratories describe and measure the role of AI in their own research.

What would make the proposal meaningful?

The next useful evidence would be a joint statement defining the scope of the dialogue. A practical arrangement would need to identify contact points, the kinds of event covered and the timing of notifications. It would also need to address how sensitive information is protected. These are questions for the negotiations, not terms already announced.

Another test is whether both governments describe the arrangement in the same way. An enthusiastic account by one delegation is not a substitute for confirmation by the other. The planned leaders’ meeting later this week may provide greater clarity, but its outcome should not be presumed.

For now, the significance lies in the proposal itself: two competing AI powers are discussing a channel for serious incidents, while the harder questions of trust, implementation and technology restrictions remain.
